I expect if enough customers demand that mental health care be included in their normal coverage it will become a reality.
I additionally expect if the law that mandates ERs treat those that can not pay is repealed, then the overall population, lacking an assurance of "free" treatment will reallocate their budgets and move health insurance from "nice to have" to "must have" and move other things that they currently pay for from the "must have" to the "nice to have" column.
It makes me want to scream every time some uniformed person starts crying to the nanny-state to cure all of their ills, and propose that others pay for the "cure."

The mandate by the government that everybody who shows up at the ER be treated without regard to their ability to pay is a poor reason to make more intrusive laws.
Human behavior is dynamic and if no treatment is assured then more people will be responsible.
The question is, in reality, "Are you willing to pay a higher premium for your health insurance to include coverage for mental illness?"
That is the correct question because for every mandate of coverage, the actuaries employed by the insurance companies calculate the additional risk incurred by the company and adjusts the premiums accordingly.
Nothing in the world stops somebody from purchasing insurance with mental health coverage included. If you are willing to pay the price, the insurance company will be willing to sell you the product.
All insurance policies spread risk.
So are you willing to have yet another increase in health insurance premiums? That is the real question.
