That's pretty much SOP in NYC now, at least in the high crime neighborhoods. They just look different when they do it (no rifles and SWAT gear).
It has reduced crime drastically. It has drawn some complaints for not being "fair". IOW, mostly minorities are stopped.
Since mostly minorities are committing the violent crimes w guns in NYC, and the high crime areas are populated mostly by minorities, fair would not be as efficient.
IOW, if you stopped the same number of people w a "fair" cross section city wide, you would find fewer illegal guns and prevent fewer crimes. If you stopped as many more in low crime areas, you would double the work load w minimal benefit. But it would make a lot of people feel better about it.
