    The engines police cars use are not the stock engines, anyway.

    There's a reason a modded BMW M3 can't quite outrun a squad of Crown Vics on a highway. Under normal circumstances, this would never happen.

    Sure you can. As I understand it even the fleet Camaros are limited to 155mph. Shit, my sedan is good for close to that. The problem is that there's a fuck ton of cops, and only one of you. They don't want to chase you, chases are bad news for everyone. They're just going to stop you with a spike strip or road block. And with a helicopter in the air it's not going to be hard to know where you are going.
