Elastica vs. Wire

I'd heard the song before, but it wasn't until the other day, sitting in my unfinished basement listening to the amazing album Pink Flag (which seems to be a music meme at the moment), that I realized the '90s British pop band Elastica directly stole its '95 hit "Connection" from Wire's song "Three Girl Rhumba."

Looking into this it seems that they stole other songs from Wire, and some from other bands including The Stranglers (Elastica's "Waking Up" bears similarities to "No More Heroes"). For this imprudence, Wire brought a lawsuit and settled out of court, but received no compensation.

A friend told meand yes, this is hearsaythat Elastica originally wanted to cover "Three Girl Rhumba," but Wire wouldn't let them, so the band just plagiarized the song instead. Why do people blatantly steal music like that? What's the motivation?
