The same day that the American Bar Association declared that President Bush’s 750-plus signing statements are unconstitutional, Sen. Arlen Specter (R-Pa.) announced that he was drafting legislation that he hopes will result in these signing statements being officially declared illegal. The sweet scent of sanity wafting from within the Republican party itself? Is it too much to ask? Only time will tell.
