At the first meeting of the 18 th Council–more or less– Councilor Brad Winter was unanimously elected president by the five councilors that showed up, including newly elected Rey Garduño. Debbie O’Malley was unanimously elected vice president.

Winter sponsored a memorial opposing an $82 million rate hike for
PNM. City experts and the state Attorney General’s Office had recommended a hike of between $16.7 and $20.4 million. In spite of opposition by the Chamber of Commerce, the memorial passed unanimously.
