While national elections might seem like the most crucial, local elections can affect your life in much more direct ways. Your answer to the following initiatives on Nov. 8 could have far-reaching results.

Bond Requests

A bond is a loan taken by the county to finance capital improvement projects, with the promise to be paid back with interest over time. The bonds must be approved by voters, since the funds come from property taxes. Passage of a bond does not generally affect property taxes, however, as old bonds are retired when new bonds are requested.

Bond Question One: Library

Shall Bernalillo County, New Mexico, issue $1,500,000 of its general obligation bonds to purchase and equip library materials and library resources for the libraries within Bernalillo County, New Mexico, said bonds to be payable from general (ad valorum) taxes to be issued and sold at such times, upon such terms and conditions as the Board of County Commissioners may determine as permitted by law?

Bond Question Two: Public Safety Facilities and Other County Buildings

Shall Bernalillo County, New Mexico, issue $8,360,000 of its general obligation bonds to plan, design, upgrade, construct, equip and otherwise improve, and to acquire property for, County facilities, including fire station, law enforcement, animal welfare and library facilities throughout the County, including necessary remodeling of facilities, construction and improvements required by the Americans with Disabilities Act, said bonds to be payable from general (ad valorum) taxes to be issued and sold at such times, upon such terms and conditions as the Board of County Commissioners may determine as permitted by law?

Bond Question Three: Parks and Recreation

Shall Bernalillo County, New Mexico, issue $5,455,000 of its general obligation bonds to plan, design, upgrade, construct, equip and otherwise improve, and to acquire property for, County park and recreational facilities, including necessary remodeling of facilities, construction and improvements required by the Americans with Disabilities Act, said bonds to be payable from general (ad valorum) taxes to be issued and sold at such times, upon such terms and conditions as the Board of County Commissioners may determine as permitted by law?

Bond Question Four: Transportation

Shall Bernalillo County, New Mexico, issue $12,650,000 of its general obligation bonds to plan, design, upgrade, construct, equip and otherwise improve, and to acquire property for, County roads and non- motor vehicle pathways, as well as transit projects within the County, said bonds to be payable from general (ad valorum) taxes to be issued and sold at such times, upon such terms and conditions as the Board of County Commissioners may determine as permitted by law?

Bond Question Five: Storm Drainage and Utilities

Shall Bernalillo County, New Mexico, issue $5,800,000 of its general obligation bonds to plan, design, upgrade, construct, equip and otherwise improve, and to acquire property for, necessary storm, sewer, wastewater, water and fiber optic systems within the County, said bonds to be payable from general (ad valorum) taxes to be issued and sold at such times, upon such terms and conditions as the Board of County Commissioners may determine as permitted by law?

Bond Question Six: Public Housing

Shall Bernalillo County, New Mexico, issue $2,500,000 of its general obligation bonds to plan, design, upgrade, construct, rehabilitate, equip and otherwise improve, and to acquire property for, County owned affordable housing for low-income families and disabled or indigent individuals, including necessary remodeling of facilities, construction and improvements required by the Americans with Disabilities Act, said bonds to be payable from general (ad valorum) taxes to be issued and sold at such times, upon such terms and conditions as the Board of County Commissioners may determine as permitted by law?

Are you in favor of giving voters residing in the City of Albuquerque municipal limits the chance to vote in support or opposition to the proposed Albuquerque Rapid Transit Project?

Shall the County of Bernalillo continue to impose a tax levy of Six and Four-Tenths (6.4) mills each year for a maximum of eight (8) years on each dollar of net taxable value of property in Bernalillo County, New Mexico, for the operation and maintenance of the University of New Mexico Hospital?

Proposed Home Rule Urban Charter

Shall the County of Bernalillo, New Mexico establish a Home Rule Urban County by adoption of a Charter under Article X, Section 10, Urban Counties, of the New Mexico Constitution, empowering the Citizens of the County to exercise the maximum degree of self-government and exercise all powers of governing the County independently not denied expressly by State law?

Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA)

Shall the Albuquerque Metropolitan Arroyo Flood Control Authority be authorized to issue its general obligation bonds in principal amount not exceeding $25,000,000 for the extension, betterment, alteration, reconstruction, repair and other improvements of the Authority’s flood control system?
